  3. Plan check: Under SB 543, the city has 15 days to review. In practice, LA's backlog may extend this — submit clean plans to avoid corrections.

  5. Construction + inspections: Foundation, framing, MEP rough-in, insulation, final.
  6. Certificate of Occupancy: Final sign-off. You're legal to rent.
